Must be submitted by Responsible SDA and Build Timeline can NOT be empty, meaning an item

must be 'Submitted' first for validation and assessment before it can be Approved for build.

In the past, if you update to an item in 'SDA Approved' Status, there will be no more email

notifictaion. Now you can choose to trigger an email notificaiton if you want by 'leaving' the Send
